Default Pressure Test Safety

I am designing a pressure-test work cell for a product line, and need some pointers on the safety aspects: good design practices for safety shielding, fluid selection, legal requirements, etc.. I have minimal exposure to industrial safety. We will be pressurizing tube/hose assemblies (relatively small volume, rated at working pressure of 10kPSI) to 15kPSI. This will need to be done on 100% of parts, at production volumes of around 20/day.

Can anyone recommend book(s), publications, training, or consultants in the Southern/Central California area to help me educate myself on the proper safety aspects of the pressure-test cell design?
